Workshop objective was to present guidelines for developing a risk barometer, and to present the IO Center demonstrator for online visualization of risk picture. A major challenge in present methods for risk control of major accidents is the inability to continuously monitor changes in risk level, thereby limiting their suitability to provide decision support during daily operations and planning. Three companies had been invited to present their thoughts related to online barrier and risk monitoring (Eni Norge, ConocoPhillips and DNV GL) The workshop was hosted by Eni Norge in Stavanger with IO Center representatives from Eni Norge, Total, GDF Suez, ConocoPhillips, Kongsberg Maritime and DNV GL in addition to the IO3 project group. We want to thank Eni Norge for hosting the event as well as all participants for interesting discussions and feedback. From the discussions:

  • How to present changes in risk level? Should target risk level be presented as 0% or 100%? Should different shades of grey be applied in the risk barometer instead of colors? Green color for risk level may give a false impression of risk because there may still be degraded barriers.  
  • How to reflect deviation handling and implementation of risk reducing measures in the risk barometer? In addition to indicating the risk level at a certain point in time, prediction capabilities should be included to capture the effects of inhabitations and risk compensatory measures. Recorded barrier breaches as well as increased probability of a barrier breaches should be included.
  • How to present limitations, uncertainty and challenges using the risk barometer? The possibility of hiding critical information when aggregating status of barriers should be stressed, although this challenge may partly be resolved by the drill-down-function of the risk barometer. Furthermore, the users need to understand the inherent uncertainty of the risk concept.
  • Who are potential users of the risk barometer? The handbook should address more explicitly typical applications and users of the risk barometer to illustrate the benefits of the risk barometer approach. Typical applications may be in status meetings and for planning (task planning, strategic planning, and maintenance planning). The risk barometer should support current work processes in the companies related to barrier breaches. It should be stressed that the risk barometer is a tool supporting critical decisions and the aim is not automation and removing of personnel from the decision process.
